There are no trifles when inspecting a home. Comfortable living in the future depends on whether you pay attention to everything
Since July, the concessions on transferring housing to equity holders, which were introduced as one of the anti-crisis measures in the construction industry, have ceased to apply to developers. Now apartment owners can again refuse to sign the transfer and acceptance certificate if they find any, not just significant, shortcomings. In addition, shareholders have regained the right to invite specialists of their choice. During the easing, only the developer was involved in experts to resolve disagreements. Experts from the Elitnoe.ru portal tell us what owners should pay attention to when accepting an apartment in a new building. The article uses data from the Metrium company.
Inspection of common property
Acceptance involves inspecting not only the apartment, but also the common property. Each tenant has a share in it, and the owners have the right to demand that the objects be handed over in proper condition. Therefore, you need to pay attention to the quality of work and note shortcomings at the entrance to the house. For example, by the time of acceptance, at least one elevator should already be working. Otherwise, the developer violates the rights of citizens. Even if you live on the second floor, it is worth getting the problem corrected as soon as possible: filing a complaint with the housing inspector or the prosecutor's office. Otherwise, the elevator may not be launched even before the start of furnishing the apartments.
Checking the door to the apartment
When you reach the apartment, do not rush to immediately cross the threshold. Start by inspecting the front door. Are there any chips or other damage that could have occurred during transportation and installation? Open and close the door a couple of times to make sure the locks, mechanism, hinges and handles are in good working order.
Measure the area
When inspecting a home, you need to measure its area. This is especially important in monolithic houses, during the construction of which slight deviations from the original characteristics are possible. To set the exact footage, use a tape measure or range meter. The length and width of the room are determined along the walls at floor level. If the actual area is even one tenth of a square. meter less than stated, you can apply for a refund.
We look at the floor, walls and ceiling
Then we check the condition of the floors: there should be no cracks, swelling, crevices, or mold. After a visual inspection using a building level, it is advisable to make sure there are no height differences, and it is better to do this in different parts of the apartment. We move on to the walls, where the most important thing is their parallelism. This is where roulette comes to the rescue. Checking the ceiling is more difficult. First, you need to measure the height of each room, comparing it with the parameters specified in the DDU. It is also necessary to exclude mold, which can also form from leaks from above. If your ceiling is delivered ready-made, check its flatness and uniformity of painting.
Windows are like doors
Windows require almost as much attention as front doors. Firstly, there should be no defects on the frames and glass. Secondly, the number of cameras in the profile must correspond to the declared one. Next step: open and close each window several times to see if the mechanism is working properly. If window sills are installed, check their fastenings to assess their reliability.
Engineering equipment
Let's move on to communications. The hood is checked with the window or door open, which allows air flow. Then a sheet of paper is applied to the ventilation holes. If everything works properly, it will stick to the wall. To check the electrics, the easiest way is to bring with you a light bulb in an adapter socket for connecting to an outlet. If the light comes on, then there are no significant problems. Don’t forget to find out in advance whether the apartment is without power. If there is no power, then the developer’s representative must provide the key to the panel. In the kitchen and bathroom, test the operation of the inlet valves and faucets on the plumbing. Equipment with traces of rust and leaks must be replaced. Look at the sewer pipes too. If the slope is too strong, then the water will quickly run away and heavy fractions will settle at the bottom, which can lead to blockages.
The more thoroughly you check all the parameters of the apartment, the more comfortable you will be living in it later. If deficiencies are discovered, the next step is preliminary settlement. But if the developer refuses to both acknowledge and correct the defects, a claim should be filed in court.
